Failure Condition
Matterhorn Protocol Checkpoint 28-008: A page containing an annotation does not contain a Tabs key.
Matterhorn Protocol Checkpoint 28-009: A page containing an annotation has a Tabs key with a value other than S.
Suggestion
In Acrobat Pro, in the Page Thumbnails pane, select all of the page thumbnails, right click and select Page Properties. In the Page Properties dialog, on the Tab Order tab, select Use Document Structure.
