Numbered heading skips one or more heading levels

Failure Condition
Matterhorn Protocol Checkpoint 14-003: Numbered heading levels in descending sequence are skipped (Example: H3 follows directly after H1).
Suggestion
In the PAC 2 test report, click the error to see the location of the heading in the document. In Acrobat Pro, either use the Touch Up Reading Order Tool to retag the heading, or change the heading level in the Tags pane. In the case of the example “H3 follows directly after H1”, change H3 to H2.
